A recent article from the Houston Chronicle talks about expected security plans for the NCAA Final Four events:

Although it mentions that the security operations will be of "Super Bowl proportions", the NCAA events in Houston do not appear to be declared a National Security Special Event, as Super Bowls and other large pubic events have been.
According to the article, multiple federal agencies will be assisting state and local law enforcement with security, so start searching for activity. The game is scheduled for the first week in April, 2011.
